One.Tel use the vodafone network for their mobile service. In the eighties, the days of analogue networks, it was normal for companies like Vodafone to use Air-time suppliers. The network would sell bulk airtime to the companies who sent out the bills. There was a small amount of price competition between such firms, but the tariffs were pretty even overall. Vodafone now bill the vast majority of their customers directly and have a multitude of tariffs. However they now allow 'subcontractors' again.

One.Tel only take monthly account customers. They try to offer low line rental and cheapish rates, and by Vodafone standards are quite competitive. Their line rental costs from £4.99 for their One.Plan simple with no inclusive minutes; or One.Plan 60 for £9.99 with sixty landline minutes, or One.Plan 60+ for £14.99 to any network: their 100 and 120 minute plans cost £19.99 or £24.99, the latter includes 50 text messages.

Basic rates are 15p peak, 5p off-peak and 3p weekends (5p more on their simple plan)
15p peak/5p off-peak to other One.Tel and Vodafone mobiles
Line Rental from £4.99 per month means little subsidy on handsets
Voicemail 10p per min, SMS 10p, WAP 10p
They only offer a limited range of handsets!
Sim cards available for £10, but you still pay line rental!
They will pay any handset unlocking charge if you move to them.
